From the beginning and to the present time Frank has focused on Civil and Criminal Law and Appeals, and has served both as a Prosecutor and Defense Counsel.

As a Prosecutor, he was an Assistant Criminal District Attorney for Bexar County Texas  in 1960 and was twice elected as County Attorney for Kendall County, Texas serving from 1981 to 1988, during which time he personally handled 2,800 criminal cases.

As an active Criminal Defense Counsel to this day, his criminal law experience both as a Prosecutor and Defense Counsel was enhanced by having served as:
